EARLY INTERVENTION FOR DEAFBLIND / MULTISENSORY IMPAIRED CHILDREN

Through the Early Intervention programme, newborn babies and young children benefit from diagnosis, rehabilitation and early intervention. Babies have this fantastic chance with the support of multidisciplinary teams consisting of doctors, special education teachers, psychologists, as well as parents.
Now, newborn babies have their hearing and vision screened at birth, and if problems are identified, they begin an individualized rehabilitation programme in our early intervention support centres.

DESCRIPTION
The early intervention programme was started in 2005. It is a complex programme, developed with the support of a multidisciplinary team consisting of professionals working in education, health and social services. The purpose of this programme is:
To identify and evaluate children at risk of deafblindness.
To provide rehabilitation services.
To provide families with counselling.
The programme is currently developed in Bucharest, Oradea and Timisoara in 4 maternity units.
RESULTS
Newborn babies and small children at risk benefit from visual and/or hearing screening in maternity units
Multidisciplinary teams consisting of highly qualified staff assess children/babies from a functional point of view and develop individual rehabilitation programmes in the three Early Intervention Support Centres in Bucharest, Oradea and Timisoara (35 children are beneficiaries of individual reabilitation programmes)
4 maternity units (2 in Bucharest, 1 in Oradea and 1 in Timisoara) are equipped and have their staff trained in screening newborn babies (37,000 babies tested)

EDUCATION FOR DEAFBLIND / MULTISENSORY IMPAIRED CHILDREN

Through the Education for Deafblind / Multisensory Impaired Children, we want to improve and develop adequate educational services for deafblind/multisensory impaired children.
This programme provides children with the opportunity to be educated, using specific methods and techniques, by teachers trained by SI(R) over the years.
Thanks to SI(R), special schools in Romania now have classes for deafblind/MSI children, taught by teachers specialised in working with children with hearing and visual impairments.
DESCRIPTION
The educational programme is developed in partnership with the Ministry of Education, Research and Innovation, based on the partnership agreement regarding the “Education of multisensory impaired children in Romania”, by:
Identifying deafblind/multisensory impaired children and supporting the establishment of classes for these children in the special schools in Romania;
Organising training courses in the field of deafblindness/multisensory impairments for special education teachers;
Developing a national curriculum for deafblindness/multisensory impairments in collaboration with specialists from the Ministry of Education, Research and Innovation and the National Centre for Curriculum and Evaluation in Pre-university Education, according to the Order of the Ministry of Education, Research and Innovation no. 5234/01.09.2008.
Developing a best practice model by coordinating a national network of teachers – Sense International (Romania) organises meetings with the teachers involved in the education of deafblind/multisensory impaired children.
RESULTS
85 special education teachers accredited in the field of deafblindness
11 national trainers in deafblindness
36 deafblind/MSI units in 16 special schools in the country
144 deafblind / multisensory impaired children benefit from specialised educational services
40 special education teachers attend the meetings of the network of teachers working with deafblind children twice a year

Promoting the rights of deafblind people in Romania

OBJECTIVE
Increase the awareness of the community and national authorities with regards to deafblindness and the specific issues related with this disability.
DESCRIPTION
Promoting in inclusive society, where the rights of deafblind are respected – therefore having the opportunity to become active members of the society – has always been a major objective for Sense International (Romania). Deafblindness was not recognised as a distinct disability before 1999 when Sense International (Romania) began its activity.
Since then, our organisation has been lobbying for the recognition of this disability and for deafblind people to be provided with the necessary opportunities to integrate in the society.
RESULTS
The official recognition of deafblindness as a distinct disability provides deafblind people with the opportunity to benefit from adequate services – medical, educational, social, etc.
Deafblind people in Romania are recognised in the official statistics of the National Authority for People with Disabilities.
The establishment of the Association of Deafblind People in Romania
ASSOCIATION OF DEAFBLIND PEOPLE IN ROMANIA
The Association of Deafblind People in Romania is a non-governmental, non-profit organisation, independent of any private or public institutions, with no political affiliation, based in Timisoara, established in 2004 with the support of Sense International (Romania).
The mission of the association is to support the integration in the community of deafblind people by promoting equal chances, regardless of age, gender, physical and mental abilities.
The objectives of the association are:
- To develop the Centre of Information, Counselling and Support in Communication
- To develop functional assessment criteria and organise information seminars
- To identify deafblind people
